These are headaches that feel like a hat band that is way too tight on the head. Those are often, but not always, associated with a damp invasion. Check for pathogenic invasions, other damp signs, etc., and treat accordingly.
To address headaches like this, use UB 62 and UB 63, needled bilaterally.
